ResizeTable added in Restore. Refs: #50.
Conceptually based on a proposal by Helmut Zinn in CPC 1.7 rc6.
Plus support for loading a table with 0 columns, which used to generate a TRAP before
because NEW cannot allocate an array with 0 elements.
